  Lawmakers in Tennessee appealed to Gov. Bill Haslam this week to grant clemency to Cyntoia Brown, who is serving a life sentence for fatally shooting a man in 2004 who had hired her as a prostitute when she was a teenage sex trafficking victim.

  The Nashville City Council on Thursday passed a resolution 32-0, with two abstentions, that says the conviction of Ms. Brown, 30, gave “seemingly little consideration” to the “horrors of her childhood and the repeated sexual abuse she endured.”

  “The circumstances of Brown’s conviction and sentencing, set against a lifetime of impoverishment and abuse, warrant a grant of clemency — an act of benevolence Governor Haslam has granted to multiple other individuals,” the resolution said.

  Ms. Brown’s case has attracted widespread support from celebrities, including Rihanna and Kim Kardashian West, that has picked up pace as Governor Haslam, a Republican, finishes up his last few weeks in office. In December, supporters including Alyssa Milano, Ashley Judd and Amy Schumer urged him to grant clemency to Ms. Brown.

  Todd B. Skelton, a spokesman for Governor Haslam, said on Friday that the governor has granted clemency in 21 cases in the eight years that he served in the position, and any other grants would have to be completed by Jan. 19, when the governor leaves office. But he added: “Others are forthcoming.”

  “The governor and his legal counsel are currently reviewing numerous clemency applications, including Cyntoia Brown’s,” he said.

  Jacobia Dowell, a councilwoman who sponsored the resolution, said it was passed against the backdrop of criminal law reforms in Tennessee, and cited increased awareness about the impact of sex trafficking of children and the way that the state handled such cases.

  “We have come a long way as a society,” she said. “In 2004, we referred to children engaging in sex acts with adults as prostitutes.”

  Ms. Brown’s mother, who abused drugs and alcohol, gave her up for adoption as a child, according to a court document. At 16, Ms. Brown ran away from her adoptive family and started to live in a motel with a pimp known as “Cut Throat,” who raped and abused her while forcing her to become a prostitute.

  In August 2004, Johnny M. Allen, 43, a real estate broker, picked up Ms. Brown at a fast-food restaurant in Nashville and bought her something to eat. He then drove her to his home, after she agreed to engage in sexual activity for 0, court documents say. After they got into bed, Ms. Brown said she thought he was reaching for a gun to kill her.

  She later shot him in his sleep with a handgun from her purse, took money and two guns, and fled, documents say.

  In 2006, she was tried as an adult. A jury rejected her claim of self-defense, finding her guilty of first-degree murder and aggravated robbery. She is serving a life sentence in Tennessee Prison for Women, and will be eligible for parole when she is 67.

  Lawmakers have pointed out that the laws have changed since Ms. Brown was convicted, and that under the trafficking laws and laws governing juvenile offenders that are now in place in Tennessee, it would have been more difficult for Ms. Brown to be tried as an adult.

  “Tennessee has changed with regard to giving young people life sentences,” Ms. Dowell said. “As time goes on you will see more scrutiny of those cases to make sure we made the right decisions.”

  In May 2018, the Tennessee parole board was divided on whether to recommend clemency to the governor. Two of the six board members recommended commuting Ms. Brown’s sentence to time served, while two voted to recommend making her eligible for parole after serving 25 years. Two voted to recommend denying clemency.

  The detective who investigated the murder of Mr. Allen wrote in a letter to Governor Haslam, published by NewsChannel5 on Friday, that she should not be granted clemency.

  “First and foremost, Cyntoia Brown did not commit this murder because she was a child sex slave as her advocates would like you to believe,” the detective, Charles Robinson, wrote. “Cyntoia Brown’s motive for murdering Johnny Allen in his sleep was robbery.”

  State Senator Brenda Gilmore and other lawmakers noted in a news conference on Thursday with Women for Cyntoia, an advocacy group, that Ms. Brown had been homeless and trapped in prostitution. She earned a college degree while incarcerated and has been a model prisoner, Ms. Gilmore said.

  “In the interest of justice, Cyntoia should be set free and she should be set free immediately,” Ms. Gilmore said. “She hasn’t been in trouble since she’s been in prison for the 15 years. She’s done everything we want prisoners to do.”
